I, Clinton Rossum, respectfully submit this character reference on behalf of Mr. William Scott. I have had the opportunity to know Mr. Scott through both professional and personal interactions, and it is based on these experiences that I can speak confidently to his character.

Mr. Scott has consistently demonstrated a high degree of honesty and integrity. He approaches his work with a strong work ethic, reliability, and a clear sense of responsibility. In all professional matters, he conducts himself with professionalism, accountability, and respect for others.

In personal interactions, Mr. Scott has shown himself to be sincere, fair, and dependable.                 I have known and worked with William Scott (affectionately known as “Captain Scott”) for more than twenty years. Both of us were raised in Las Vegas, and our professional relationship began around 2001, when I was serving as the Nevada Director of Homeland Security for U.S. Senator Harry Reid, and William was with the Las Vegas Metropolitan Police Department.

In the mid-2000s, we collaborated with several African American community leaders to establish a minority outreach group. William generously made his office available for meetings and served as the group’s president. Through this work, our professional association developed into a close personal friendship; today, we regard one another as brothers and regularly spend time together at family functions and community events.

William comes from a distinguished family of leaders... William himself consistently demonstrates exceptional professionalism and a remarkable ability to address complex and challenging issues. His work ethic is among the strongest I have ever observed, and he has repeatedly proven himself to be a natural leader in every endeavor he undertakes.

In addition to his professional accomplishments, William is a devoted family man and a committed Christian. He is a person of the highest integrity—someone in whom I would place complete trust, including with my own life and the lives of my family.

My name is Anthony Gonzales. I have Been in law enforcement for approximately nine (9) years and have worked for many supervisors, some good, some bad, and some great. I had the pleasure of working under William Scott's supervision from 2022-2025, where he served as the Chief of Investigations, at the Nevada Attorney General's Office.

During Chief Scott's tenure at the Attorney General's office, he demonstrated an extraordinary level of professionalism and treated all of the employees he interacted respectfully, with fairness, and dignity.

While at the Nevada Attorney General’s Office, I served as the union vice president, as well as the president. My union responsibilities required me to bring personnel issues to Chief Scott’s attention in an attempt to rectify the issue and negate the need to elevate it via grievance. During these interactions, Chief Scott encouraged open and transparent dialogue and communication between us, which was much appreciated. It helped me know that what I was hearing was not hyperbolic. That’s who Chief Scott is, he is a straight shooter who will give you an answer even if it’s not the answer you like or wanted. Chief Scott is considered a mentor to many and I often asked him for advice on cases or situations and his responses were always thoughtful and helpful.

One of the things that impressed me most about Chief Scott was that he was able to treat employees with empathy and compassion. During my tenure working under Chief Scott, he served as a solid foundation/ cornerstone to the Nevada Attorney General’s Office and his departure was detrimental to the agency. I’d happily vouch for Chief Scott’s professionalism and character when called upon. 

My Name is Michael Mc Clary; I worked at the Las Vegas Metropolitan Police
Department (LVMPD) for more than 32 years. I retired at the rank of Assistant
Sheriff for Law Enforcement Investigations. During my time at LVMPD and
continuing through today I have had the pleasure of working with William Scott and having him as a friend and valued colleague.

 

William came to Las Vegas when his family was stationed at Nellis Air Force Base and lived most of his life in Las Vegas. So, William came from a family who was committed to public service, and he continued that through his more than 29 years’ service in LVMPD. He choose to continue to serve the citizens of this state by joining the Nevada Attorney General’s Office.

 

William rapidly rose through the ranks of both public service agencies and was given broad leadership responsibilities based on his professionalism, integrity and management skills.

Every place that William worked while at LVMPD he instituted change with much of that change lasting through to this day. During his service with LVMPD William
received numerous awards attesting to his bravery, skills as an investigator and for his leadership.
William came from a home committed to the service of this country and this
community; he committed his entire adult life to the same.
This community is a safe place for all of us to live because of William’s sacrifices
